upcoming year during her annual state of the state address. will whitson is at the state house with more. after a roller coaster year in 2015- lawmakers say they're hoping tonight's address by the governor covers the strength of the state- with an emphasis on recovery- emotional recovery from tragedy in charleston- and physical recovery from october's devastating flood. governor haley has already had a banner 2016, giving the republican address following president obama's state of the union address- and some lawmakers say they're expecting similar rhetoric tonight- they're also hopeful the governor will emphasize the push for infrastructure reform- which the governor highlighted last year- despite the fact a roads bill did not pass in 2015. throughout the region. the snow was enough to send cars skidding off the road and create problems for drivers. this is the first line to dump a couple of inches; there is going to be another winter storm with heavy snow for that area coming friday. a philadelphia apartment building that was engulfed in flames last night is covered in ice today. this was a four alarm fire. more than 100 firefighters battled it in dangerously cold temperatures and strong winds. after crews got it under control, temperatures dipped into the 20s and created an ice-covering on the building this morning. two firefighters had minor evacuated safely. of disruptive weather in our area track the latest by downloading the wis first alert weatherapp. it's your source for updates free. just search wis in your app store. you can also get updates on wistv-dot-com by

just into the alert center this afternoon: the obama administration has denied issuing a federal disaster declaration in flint, michigan as the city continues to deal with a water crisis. -flint's 100,000 residents are unable to drink unfiltered tap water due to lead contamination. -declared "emergency" but determined this did not meet legal definition of a major disaster. -governor rick snyder: submitted appeal today -- like a flood, the needs brought by the disaster exceed funding capabilities of local government--need federal aid. -without federal aid: no money to repair public water system, plumbing in impoverished areas... officials say the water became contaminated when an emergency city manager appointed by snyder switched its water source to the flint river in

people in the palmetto state hoping to take part in the upcoming republican and democratic primaries will have to act fast to register to vote. today is the deadline to register if you want to vote in the republican primary. the deadline for the democratic primary is january 27th. you can register by logging on to the south carolina election commission website at sc-votes-dot-org. we've put a link with this story online at wistv-dot- com. preparations are underway ahead of those primaries. we were there this morning as richland county election officials conducted tests on voting equipment to ensure things run smoothly. elections director samuel selph says there's always a possibility of a few bumps in the road, but he's confident his staff is ready. "there is a little bit of anxiousness on some of the employees and that is to be expected. i myself am a little bit anxious. you always have that

testing and expecting the first person to vote absentee. all of that is a build up and so once we get into it, everything is calm, we are ready to go!" officials ran through the entire voting process today. again, the republican primary is set for february 20th. the democratic primary will follow on the 27th. tonight, west columbia city leaders will again try to decide on a controversial project to revitalize the area. the proposed "brookland" development would be on the corner of state and meeting streets. it' s supposed to include restaurants, boutiques, and housing. after some neighbors raised concerns about the project -- earlier votes were put on hold. now that most of the concerns have been addressed, a vote to rezone the area has been put back on the agenda for tonight's city council meeting. chapin's police chief has been suspended without pay. that's according to a town official. acting police chief troy crump was suspended yesterday for what the town's

due to quote 'specific performance standards stated in his job description.' in an email to town council members, mayor skip wilson says he cannot release specifics. crump has requested a grievance hearing to appeal the three-day suspension. we have reached out to wilson and crump - but have not received a response. a new man is taking over as head of orangeburg consolidated school district five. the board of trustees appointed jesse washington the third at a special board meeting last night. the board voted unanimously to appoint washington. he had served as interim superintendent since october. he has worked with the district since 2011. washington replace cynthia wilson. refugees coming from terrorist hot spots will "not" get a closer look after all. up next, we'll take a look at he back and forth onon plan to look them over. sure enough, donald trump ended up in the mix. a surprise act of kindness turned into a memorable moment your first alert traraic starts

coming to america from terrorist hotbeds has been stopped in the u.s. senate. today the senate approved a bill to more closely screen refugees, but not by a big enough margin for it to move forward. dianne gallagher has the story. 33-44 1:00-1:14 in a major move on capitol hill. the senate voted down an effort to advance a controversial bill that would significantly curb the flow of iraqi and syrian refugees from entering the united states. it's a vote that weighs heavy-

security and the 20-16 campaign- as the country grapples with how to handle the growing humanitarian crisis this bill would have required every single person from syria or iraq- and even those refugees who have visited those countries in the past five years- to be verified by the f- b-i, homeland security and director of national intelligence. majority leader it's difficult to effectively vet immigrants from a war-torn country where records may sometimes no longer exist at all. the bill passed the house in november with so much bipartisan support, that even a promised on this plan... he wants donald trump's proposal -- to ban all muslims from entering the united states temporarily -- debated on the senate floor as well. democrats are committed to opposing the hateful views of trump and his republican neighbors. reid hopes to force republican senators to take a stand on trump's controversial plan. the republican frontrunner has led the charge against the obama
